Ghana Shippers’ Authority to Introduce Legislative Instrument Regulating Shipping Charges

The Ghana Shippers’ Authority is set to introduce a Legislative Instrument (L.I.) aimed at regulating shipping charges and operations within the country, according to the Acting Chief Executive Officer, Prof. Ransford Gyampo. Speaking on Adom FM’s “Burning Issues,” Prof. Gyampo emphasized the need to address what he described as arbitrary and unfair fee increases by some shipping lines, which pose significant challenges to businesses and consumers alike.

Prof. Gyampo explained that the Shippers’ Authority now operates under a new Act mandating all shipping lines to submit their charges for review. The Authority possesses the power to either approve or reject these tariffs, ensuring greater transparency and accountability within the shipping industry. The forthcoming Legislative Instrument is designed to reinforce these regulations and provide a robust framework for enforcement.

Despite resistance from certain shipping companies reluctant to be regulated, Prof. Gyampo remains resolute about implementing the new legal measures. He stated, “Some shipping lines have expressed opposition, but this will not hinder our commitment to enforcing the law and safeguarding stakeholders’ interests.”

Additionally, the Authority has addressed recent congestion issues at Ghana’s ports, which have been exacerbated by government initiatives targeting illegal mining through licensing excavators. To alleviate financial burdens on importers and exporters, the Shippers’ Authority has directed shipping lines to suspend demurrage charges pending their approval.

Once enacted, this Legislative Instrument is expected to provide a comprehensive legal foundation to prevent excessive and unjustified shipping fees, thereby promoting fairness and efficiency in Ghana’s maritime trade sector. For more details, please visit MyJoyOnline.
