Ghana to introduce new sports legislation

Ghana to introduce new sports legislation for development has been announced by the government as part of a major overhaul of the sports financing and governance framework. The Ministry of Sports and Recreation will soon present the Ghana to introduce new sports legislation for development package which includes the Sports Fund Bill, Sports Fund Regulations, the National Sports College Bill, and an Anti-Doping Bill.

Speaking in Parliament on October 21, 2025, Majority Leader Mahama Ayariga explained that the new Sports Fund Bill will establish a sustainable pool of resources dedicated to sports development, athlete welfare, training facilities, and technical capacity building across the country. About 14 revenue sources are listed in the draft, covering parliamentary allocations, sports lotteries, grants, sponsorships, and revenues from betting companies.

The regulatory framework is intended to ensure that funds are allocated transparently and equitably across regions and sports disciplines. Ayariga emphasised that the Sports Fund Regulations will operationalise the system once the law is passed, while the National Sports College Bill aims to improve training and technical skills for athletes and coaches. The Anti-Doping Bill will align Ghana’s anti-doping policies with international standards.

Experts say that the initiative could transform the sports sector if properly executed. It addresses longstanding issues of underfunding, inconsistent sponsorship, and governance gaps. With predictable income streams and stronger regulatory oversight, national federations could plan long-term development rather than rely on ad-hoc funding.

However, challenges remain. Passive oversight mechanisms and weak implementation could undermine the legislation’s impact. The success of the new framework will depend on Parliament passing the bills, enforcement of regulations, and efficient management of the Sports Fund. If all components work as intended, Ghana’s sports ecosystem may enter a new era of growth and professionalism.
