Gift-Tech Media has intercepted an unverified but strongly worded letter purportedly sent by the Public Services Workers Union (PSWU) of the Trades Union Congress (TUC), Ghana, specifically its National Identification Authority (NIA) Division, addressed to the Ag. Executive Secretary of the NIA. The letter, dated 28th April 2025, outlines a series of longstanding grievances, which the Union claims have negatively impacted staff morale, financial stability, and professional advancement within the Authority.

“This allowance is indispensable for the effective execution of staff duties and the maintenance of an acceptable level of morale,” the letter reads.

2. Delays in Finalizing the Staff Migration Process

The PSWU highlights what it calls an “inordinate delay” in completing the long-promised migration of staff into the newly established scheme of service. The delay is said to have frozen staff promotions for over six months, creating uncertainty and stalling career progression.

“These dedicated employees are entitled to a seamless and timely transition,” the letter asserts, adding that the continued wait has caused anxiety across the workforce.

3. Outstanding Acting DRO Allowances

The Union expresses frustration that many Acting District Registration Officers (DROs) have not received any compensation for their roles, even after belated letters of appointment were issued following pressure from the Union. The letter accuses management of using the phrase “We are working on it” without delivering any real action or payment.

4. Under-15 Registration Allowance Yet to Be Paid

The PSWU also demands full payment for work done during the Under-15 registration exercise conducted between October and December 2024. While the initial five days were reportedly compensated, staff have yet to receive payment for the remaining days worked—an issue causing “significant concern” among affected personnel.

The tone of the letter reflects rising tensions between staff and NIA management. The Union notes that it has thus far “managed to contain the frustration and agitations of its members,” but warns that its patience is wearing thin.

“We may no longer be able to continue to do so and may be compelled to fulfill the demands of our members to lay down our tools.”

The Union has given the NIA a 21-working-day deadline to address all grievances, including the completion of the migration process, full payment of all pending allowances, and issuance of promotion letters. Failure to comply, the letter hints, could result in industrial action.
